E-Shisha vs Shisha in the UAE: How the Rules and Taxes Differ

Comparison card: e-shisha under vape standard UAE.S 5030 versus moassel shisha tobacco under ECAS, with excise differences

Short answer: E-shisha vs shisha in the UAE: e-shisha devices fall under the vape standard UAE.S 5030, which explicitly covers products shaped like hookahs. Moassel shisha tobacco is a tobacco product with its own certification route and its own minimum excise price. Both carry 100% excise, and closed public spaces are restricted for both.

Two products, two rulebooks

An e-shisha is an electronic device that heats liquid. The scope of UAE.S 5030 covers electronic vape products designed in the form of traditional tobacco products, and it names the hookah among them. Moassel is the tobacco itself, and SGS lists it next to electronic vapes under the ECAS scheme run by MoIAT. Both need certification. They get it separately.

How the tax differs

Product Excise position
E-liquid for electronic devices 100% excise, plus a Dh1 per ml minimum excise price since 1 September 2026
Electronic smoking devices 100% excise
Shisha (water pipe) tobacco 100% excise, with its existing minimum excise price unchanged

The Ministry of Finance said the new floor covers liquids for electronic smoking devices and that the existing minimum prices for cigarettes and shisha tobacco stay as they were, as The National reported. Our guide to the minimum excise price explains the floor.

Where each can be used

The tobacco law restricts use in closed public spaces, and the health ministry has said e-cigarettes are covered like cigarettes. The u.ae page lists the places. Licensed shisha venues are a separate matter that we don’t cover here, because their licensing is outside what we sell.

What the standard means for an e-shisha

Because an e-shisha is a vape product, the standard’s limits on nicotine and tank size apply to it in the same way. Those are 20 mg/ml of nicotine and 10 ml for a built-in tank. Check both figures on any device’s listing against those numbers, and ask the seller for the ECAS certificate for the exact model.

Who this guide is for

Adults deciding between a pipe session and an electronic device, and wondering why the two are taxed and certified differently. It is not health advice. Questions about health belong with a doctor or the Ministry of Health and Prevention.

Common questions

Is e-shisha legal in the UAE?

Yes, for adults aged 18 and over, as a vape product under UAE.S 5030 with ECAS certification.

Is e-shisha taxed like shisha tobacco?

Both carry 100% excise, but they have different minimum excise rules. The Dh1 per ml floor applies to liquids for electronic devices.

Can I use an e-shisha indoors in a mall or office?

No. Closed public spaces are restricted for e-cigarettes as for cigarettes.

Does the 10 ml tank limit apply to an e-shisha?

The standard’s scope covers vape products shaped like hookahs, so its limits on nicotine and built-in tank size apply to them.

About DK Ridoy

DK Ridoy writes and reviews the buying guides on the Vape Royality Store blog. The job is simple to describe and fiddly to do: take specs from each product listing, date every price, compare devices on numbers a buyer can check, and flag anything that doesn't add up instead of guessing. Topics covered: disposable vapes, pod kits, coils and accessories, e-liquid basics, and ordering across the UAE.
